We have an exciting opportunity for a Contract Specialist to join us in our Manchester office.

PURPOSE OF THE JOB

To provide Contract specialist line expertise in Worley Contracting activities at an experienced level, in accordance with the Contract Execution Plan for contracting activities on a Project and Compliance with Worley Business Management System for Supply Chain Activities.

PRINCIPAL DUTIES

SPECIFIC PRE-CONTRACT ACTIVITIES (typical Contract Engineering activities)

'Pre-Contract' is used in this context as the activities which are performed in the Home office, up to the award of individual Contracts.

•         Compiles Request for Information and Request for Proposal (RFP) / and or Invitation To Tender/Bid (ITT/B) evaluation plans;

•         Initiates and chairs the RFP/ITT/ITB Kick-off meeting;

•         Compiles the Individual Contract Plan for an RFP/ITT/ITB;

•         Expedites input to an RFP/ITT/ITB package and compiles the physical package for review and issue;

•         Performs qualification exercises to select bidders for RFP/ITT/ITB from the Project Bidders List and issues the bidders' list for review and approval;

•         Administers Client and Company contracting strategy papers

•         Initiates and chairs RFP RFP/ITT/ITB explanation/clarification meetings/registers and writes and issues consequent minutes;

•         Receives and handles all queries from bidders including co-ordination of discipline response to queries. Indicates distribution of correspondence;

•         Co-ordinates visits by Bidders to the Project worksite;

•         Facilitates the RFP/ITT/ITB evaluation process; performs Commercial evaluations

•         Initiates and chairs bid clarification meetings, writes and distributes minutes;

•         Compiles Proposal summaries and award recommendations for approval;

•         Compiles Contract packages for signature;

•         Performs line reporting to Contracts Manager concerning the Status of the activities performed to Pre-Contract.

•         Recommendation for award

•         Obtains securities pre-award and mobilisation

POST-CONTRACT ACTIVITIES (Typical Contracts Administration activities)

'Post-Contract' is used in this context as the activities which are performed between the award of the Contract and its close-out consequent to satisfactory completion of Work.

•         Participates in pre-construction kick off meeting; writes and distributes minutes;

•         Receives all correspondence from contractors, initiates distribution and close out;

•         Maintains correspondence, Site Instructions and Contractor change registers;

•         Maintains Securities (Bonds, Performance Guarantees, Insurances etc) and tracks for expiry;

•         Either replies to Contractors' correspondence where the subject is solely Contract-related or co-ordinates the review of and replies to such correspondence with other CLIENT/departments/disciplines;

•         Provide Contractual interpretation for Project Team

•         Review and advise Contractual impact of Site Instructions to Construction manager;

•         Liaise with Supervision on the Management and overseeing of TQs, NCRs, Concessions etc;

•         Ensure contractual deliverables are submitted by Contractor in a timely and an acceptable manner;

•         Ensure contractual compliance by Contractor;

•         Attendance and chairs Contractor progress meetings, writes minutes, etc;

•         Attendance and participation in Contractor Trend / early warnings Review Meetings;

•         Administer and reporting through the applicable tools;

•         Raises initial Back charge documentation accruing from work by Contractors;

•         Reviews all requests for compensation for extra work from Contractors and co-ordinate their further review and approval;

•         Raises regular Contract Amendments for inclusion in the Contract Price of approved changes;

•         Reviews Contractors' applications and invoices for Contract compliance and co-ordinates the review by other disciplines/departments;

•         Participates in Risk review meetings;

•         Co-ordinates the process of Contractor Performance Evaluation;

•         Performs all work at the direction of the Consultant and CLIENT Contracts Management, needed to address and settle claims from Contractors;

•         Receives Contractors' Notices of Completion and co-ordinates the issue of Notices of Acceptance/Rejection in reply;

•         Performs close-out of Contracts;

•         Performs line reporting to Company Contracts Manager concerning the financial Status of contracts.

•         Complies with all necessary Project Contract documentation and files for handover to Client

•         Closes out security documentation

 

AUTHORITY/RESPONSIBILITY

•          Gain Signature of all written correspondence to Contractors as well as the signature of Minutes of meetings with Contractors from Project Director, Project Manager or Construction manager; 

•          Sorting and boxing (physically or electronically as required) of Contract files after completion as well as their transmission to the Home Office for retention and eventually archiving;

•          Observe HSE rules and procedures at all times;

•          Ensure a high standard of housekeeping in his/her work area and set examples for HSE to other employees;

•          Reports hazards, accidents, property damage and substandard actions and conditions.

•          Participate in accident investigations.

CO-OPERATION AND COMMUNICATION

The Contract Specialist will, during the satisfactory performance of his/her duties, be required to maintain good relations with the following positions:

•          Worley and Client Contracts Manager;

•          Project Manager

•          Construction Superintendents;

•          Construction Supervisors;

•          Construction Manager

•          Project Control Engineers;

•          Contractors' representatives;

•          Quality Assurance Engineer

•          Client Supply Chain Team

•          Interface Managers

•          Information Managers

•          Engineering Managers/Supervisors

•          Client representatives/Key Stakeholders


JOB QUALIFICATIONS

Education

There is no recognised education dedicated to Contracts management. It is a field of expertise in which, although it requires skills and knowledge in both technical and commercial fields, the absence of a technical or commercial qualification should not necessarily exclude an individual for consideration. The career profile of a successful Contracts operative may show qualification in a specific field of expertise which will contribute to all-round delivery capability. However, the emphasis in identifying a Contract Managers potential is centred on the illustration of proven capability and interest. Formal qualifications which indicate the suitability for Contracts Manager may include:

•          Degree in Quantity Surveying, Law, Construction or Engineering

•          Technical College or Business School qualification;

•          Associate or full Member of Recognised Institution (preferred);

•          Other qualifications in a related Procurement discipline;

Languages

•          Fluent in written and spoken English;

Expertise

•          The ability to communicate effectively in writing;

•          Able to cope in a dynamic environment;

•          The ability to convey arguments and propositions in personal relationships;

•          Manage Service delivery;

•          Leadership;

•          Negotiation;

•          Relationships.

Professional knowledge

•          At least ten years working experience after leaving full-time study;

•          Experience in the Energy Chemicals and Resources industry;

•          Involvement in Contract Work Practices;

•          Experience of working for periods without supervision;

•          Working Knowledge of standard suite of Contracts such as: LOGIC NEC, FIDIC and ICHemE.

•          Knowledge of Client bespoke terms and conditions is useful. Clients such as BP, Shell, Exxon Mobil, Chevron etc.
